EVOLVE Family Services is a 501(c) (3) nonprofit whose core vision is a world where everyone has nurturing, permanent, and supportive familial relationships. We accomplish this by providing a full breadth of inclusive ethical programming in adoption, foster care, pregnancy support, youth services, therapeutic support, and education. With 30 highly dedicated, experienced staff, EVOLVE serves all of Minnesota and western Wisconsin through a child-focused lens. EVOLVE works within and alongside the child welfare system. Our programming recognizes the disparities caused by structural oppression and systemic inequities and works to address and combat these. Our programs are supported through individual and corporate gifts, grants, earned revenue, special events, and United Way funds.

Description
While temporarily virtually based due to the pandemic, this position offices primarily in our Stillwater location, with approximately one day a week at our West St. Paul office.
The primary role of EVOLVE’s Adoption & Pregnancy Services Programs Director is managing the operation of the agency’s Adoption and Pregnancy Services Programs. Working closely with agency leadership and the Associate Programs Manager, the Programs Director is responsible for the operational success of EVOLVE’s private domestic infant adoption programs and pregnancy services, as well as home study and post adoption services for intercountry adoption. The Programs Director ensures and oversees ongoing program development, implementation, quality control and evaluation, as well as leading and managing staff, and creating and holding accountability for the programs’ annual budgets. This position also includes overseeing outreach in each program to engage clients, legislators, corporations and foundations, and the child welfare community in domestic and international adoption policy programming.
Primary responsibilities of this position include:
- Supervising and working collaboratively with the Associate Program Manager to ensure effective delivery of services and program oversight.
- Staff and casework supervision in the delivery of EVOLVE’s social services to adoptive, foster care, and pregnant and parenting clients in the states of Minnesota and Wisconsin.
- Adoption and foster home study assessment oversight in compliance with Minnesota, Wisconsin and other programming standards
- Program development and compliance
- Leadership and accountability in areas of programming and in agency-wide Diversity, Equity & Inclusion, antiracism, anti-oppression, and intercultural work.
Our child-focused adoption programs are focused on recruiting and developing permanent, nurturing and trauma-informed families for the children we serve, with a high emphasis on open adoption and on recruiting parents who are reflective of and prepared to meet the needs of the children served. Many of the children placed are infants and older children of color, both domestically and internationally, who may have experienced neglect, trauma, substance exposure, orphanage and/or foster care.
EVOLVE’s pregnancy services program provides free, non-judgmental, non-coercive options counseling and decision-making support for expectant parents. EVOLVE supports clients in their decision, providing resources and support in accordance with their plan. Our licensed social workers can assist in arranging medical care and insurance, referrals to services providers, parenting support and open adoption planning depending on client preferences.
Education and Experience:
Master’s Degree in Social Work. Must be currently licensed as an LISW, LICSW, LCSW or CISW and requires a minimum of two years’ of post master’s degree social work experience in a supervisory capacity, including experience in family or child welfare, adoption, or foster care. Understanding of systemic racism and racial disparities within the child welfare system. Skilled in navigating difficult, transparent conversations with clients, coworkers, and colleagues. Ideal candidates will have at least one year’s experience in the study of adoption and foster homes, licensing, placement and supervision of foster care. Qualified candidates will have excellent communication and client service skills, strong interpersonal skills, high attention to detail and compliance, and commitment to EVOLVE’s core values and mission. Candidate must be eligible to become licensed in both Minnesota and Wisconsin.
